Federal Government planning to use seized properties as offices

According to news report, the Federal Government is planning to use some properties seized from looters as offices in a bid to reduce the high rent they pay for office buildings by government agencies. Minister of Finance, Kemi Adeosun, disclosed this yesterday June 10th at the opening of a meeting with members of the National Steering Committee of the Efficiency Unit.
The Federal Government since May 29, 2015 have seized over 350 buildings through the Independent Corrupt Practices and Other Related Offenses Commission, ICPC, and the Eonomic and Financial Crimes Commission, EFCC.
“The average annual expenditure on rent for the three year period 2012 to 2014 was N3.55bn. The issuance of price guidelines and initiatives for reducing expenditure on rent on office and residential buildings will be the primary focus in the coming months. And to achieve that, we are already looking at using properties that were forfeited from recoveries and moving some of our agencies to occupy those properties rather than paying rent.”

The Nigerian Army wishes to inform the general public that quite a number of senior officers of the Nigerian Army were retired from service yesterday.

Those retired were mainly some Major Generals, Brigadier Generals, Colonels, Lieutenant Colonels and a Major. Their retirement was based on Service exigencies. It should be recalled that not too long ago some officers were investigated for being partisan during the 2015 General Elections.

Bloody clashes between two rival cults in Calabar

No fewer than three people have died
following bloody clashes between two rival
cults, identified as Maphite and Vikings.
The groups were reportedly fighting over
the control of ticket issuance to tricycle
operators in Calabar, Cross River State.
PUNCH Metro learnt on Thursday that
trouble started at about 1pm on
Wednesday when a key figure in the
Vikings, Emmanuel Actor, was trailed and
murdered by the rival Maphite group on
Palm Street in the Calabar South area.
It was learnt that Actor, who allegedly
controlled the issuance of tickets to
commercial tricycle operators along Nelson
Mandela Street, went to an area controlled
by the rival group on Egerton Street and
stabbed a key opponent in an attempt to
expand his territory.

The Maphite group was said to have
immediately regrouped and trailed Actor to
Palm Street where he was brought out
from his tricycle and hacked to death.
The group reportedly started shooting
sporadically along major business routes in
Calabar South, which forced traders to
shut down business activities.
It was gathered that another Vikings
member was killed on Etta-Agbor Road,
while the clash, which continued on
Thursday, also claimed the life of another
unidentified cultist on Richard Henshaw
Street by Edibe-Edibe Road.

An eyewitness, Mr. Okereke Mong, said the cultists on Wednesday terrorised Calabar-
South for more than four hours without
interference from any security agencies.
He said,

"They started the fight on Egerton
Street. I learnt that Emmanuel Actor, who
was the immediate past leader of Vikings
group attempted to take over the issuance
of tickets to tricycle operators on Egerton
Street. In the process of trying to assert
control, he stabbed one of the Maphite
members with a broken bottle.
“Hours later, the group trailed him to Palm
Street and intercepted his tricycle. They
brought him out and shot him. They also
used axes to break open his skull. He bled
to death. They waited till he breathed his
last before leaving the place. The incident
lasted for over one hour and there was no
police intervention.

“The police arrived after the incident. The
same group proceeded to Etta-Agbor to kill
another Vikings member.”
However, the Special Adviser to the
Governor on Department of Public
Transport, Mr. Gabriel Okulaja, said the
agencies involved in issuance of tickets to
tricycle riders did not have anything to do
with cultism.
While denying knowledge of the existence
of groups issuing tickets to commercial
tricycle operators, Okulaja pointed out that
touts had constituted themselves as
collection agents in Calabar-South without
remitting any funds to the approved
agents.
When contacted, the Police Public
Relations Officer for the state, Mr. John
Eluu, confirmed the incident, adding that
one of the suspects had been arrested.
He explained that the mutilated corpse of
Actor had been deposited in a mortuary
while efforts were on to arrest other cult

members.

New militant group, Ultimate Warriors of Niger Delta surfaces, demands allocation of 60% oil blocs to Niger Deltans

A new militant group, the Ultimate Warriors of Niger Delta have surfaced, with a demand that the Federal government allocate 60% of the nation's oil blocs to indigenes of the Niger Delta region.

In a statement signed by its spokesperson, Brig. Sibiri Taiowoh and made available to newsmen yesterday June 8th, the group said failure to meet their demands within 2 weeks will see continuous attack of oil installations in the Niger Delta region.

The militants amongst other things are demanding for the completion of the Federal Maritime University which was established by former President Goodluck Jonathan as well as the contract to secure oil pipelines in the region
“We want to be the ones to be safe guarding oil pipeline in our area so as to create more jobs for our people. We would resist any attempt to give surveillance contracts of pipeline in our backyard to foreigners. We want the pipeline jobs to be given to our indigenous people. We also want 60 per cent of the oil blocs to be allocated to the Niger Deltans just as the Federal Government has also allocated 80 per cent to those who are not from the oil producing area and just as 50 per cent of the resource was used to develop the non-oil area when we were producing cocoa and groundnut as main economic resources, the same 50 percent should be use to develop the Niger Delta region because we are the ones suffering the brunt of oil pollution and degradation in the region. We are behind the recent pipeline bombing in the Niger Delta region and I can assure you we will not stop until the EPZ project and the Maritime University are totally completed and start operations" the statement read

Reps reduce age qualification for presidency, govs, senate to 30yrs

The Bill seeking to reduce the age qualifications for interested candidates to contest for the positions of President, governor and senate in the country to 30 years yesterday passed second reading in the House of Representatives.
The bill, which also makes provision for independent candidacy into the country’s electoral process, further reduces the age qualifications to contest for the House of Representatives and State Houses of Assembly to 25 years.
The Bill is an alteration of section 65, 106, 131 and 177 of the 1999 constitution which had prescribed qualification into the office of President to 40 years and above, office of governors and senate, 35 years and above as well as House of Representatives and state Houses of Assembly to 25 years and above.

In his lead debate, the sponsor of the bill, Tony Chinedu Nwulu representing Oshodi-Isolo 11 Federal Constituency of Lagos State, on platform of  Peoples Democratic Party, PDP, noted that electing candidates into public offices was an important aspect of democratic practices.
He stated:   “Countries like the United Kingdom parliament decided in 2006 to lower their age of candidacy from 21 to 18, which had existed since the Parliamentary Elections Act 1695. An age candidacy of 25 would encourage greater youth participation in politics.”
Nwulu stated that many countries world wide had called for a reduction in age qualification into elected offices, adding  that the bill was a demonstration of the growing desire and demand of youths to participate in the democratic process.
According to him, “this desire itself could be viewed as a sufficient warrant for young people to participate, demonstrate a willingness to engage and fulfill the burdens of office.”
On the Independent candidacy, he stressed the need to open up the space for lawmakers to come in as independent candidates.
He said:  “It is pertinent now to amend the constitution to make room for independent candidates to widen the democratic processes in our elections, and above all to encourage our young ones to fully participate in all elective offices.”

Ibori accuses British prosecutors of witholding information

Lawyers representing former governor of Delta state, James Ibori, have accused Britain's prosecuting authorities of withholding information from them regarding alleged corruption by a British police officer who is involved in Ibori's investigation and also making misleading statements in court.

The lawyers made the allegations at the resumed hearing of the case against Ibori at the Crown Court, Southwark UK yesterday June 6th.

Ibori, who was Governor of Delta State from 1999 to 2007, is serving a 13 year sentence in a British jail after pleading guilty in 2012 to 10 counts of fraud and money laundering. Ibori's defence team applied for the presiding judge, Judge Tomlinson, to permanently halt court proceedings on the confiscation of Ibori’s assets, which has dragged on for many years.

The judge in his ruling, said taking such a decision would amount to a challenge on Ibori’s convictions, a matter that should probably be dealt with by the Court of Appeal, a higher court. He adjourned the case to tomorrow, Wednesday June 8th.
